Next project

The project began with a partnership between K2M Design and the City of Cleveland to develop a Program of Requirements for the new administrative headquarters facility for the Cleveland Police Department. During this phase of work, we completed a full building program, quantified the current operations, conducted a code analysis, staffing review, developed a project vision, and set the office standards for a developer led police headquarters project.

Our work included a complete set of Electronic Security and Technology standards for the new facility including access controls, video, audio recording, intercom / paging, interview room solutions, and dedicated backup generator for the entire system. In addition to the electronic security we created a series of standards for physical hardness for facilities including bullet resistant glass, stand-off distances, vehicle crash barriers, secure fencing, manned guard booths, separate public versus staff entrances, and other requirements consistent with an essential category 2 administrative building.

The four-story, 236,000 square foot, administrative facility consolidates departments from three rented or owned locations across the City. The K2M team also provided an extensive facility condition assessment to ascertain the condition of all building systems and envelope. Upon review we made recommendations for improvements so the systems would last an additional 20 years. The program included areas such as the Chief of Police, Field Operations, Administrative Operations, Special Operations, Internal Affairs, Bureau of Compliance, Bureau of Community Relations, Bureau of Traffic, Academy, Technology Unit, Fusion Center, Intelligence, Real Time Crime Center, Bureau of Special Investigation, NICE, and numerous staff and building support spaces.

In the parking garage we converted 70,000 square feet of ground floor area for lab, evidence, property, general storage, bicycle & vehicle storage, and SWAT. One portion of the garage is designed as an essential facility, category 4, which is capable of withstanding collapse of the adjacent structure and a 1000-year storm event (wind, earthquake or flood). In order to create the essential category 4 facility, K2M reinforced the building structure, created separate utility feeds, designed a generator, and separated the life safety systems (alarm and suppression) from the balance of the building.
