The Prosecutor’s Office faced a recurring challenge: repeated relocations over ten years, each followed by rapid outgrowth that forced staff into makeshift office spaces carved from conference rooms and storage areas. When the opportunity arose to consolidate both the Prosecutor’s and Commissioner’s Offices in a new downtown location near the courthouse, the county sought a design that would bring all operations under one roof, eliminate space constraints, and support a full decade of growth without another relocation. We led programming and visioning sessions to understand the operational requirements and adjacency needs of both offices, whose functions differed significantly. The primary challenge was accommodating two offices with very different operational needs while serving a large, diverse group of decision-makers with competing priorities. We addressed this through close collaboration with both teams, ensuring their specific requirements shaped the final layout. We developed comprehensive space plans that organized the Prosecutor’s Office across the first three floors and the Commissioner’s Office on the fourth, with the fifth floor preserved for future expansion. To communicate the design vision clearly to all stakeholders, we created detailed renderings using Enscape, which proved instrumental in earning buy-in from county leadership. The county also needed confidence that the design could support ten years of growth without forcing another costly relocation, which we solved by reserving an entire floor for future expansion and designing the core infrastructure with scalability in mind. The result is a consolidated 28,320 SF facility where both offices can conduct client meetings and court preparation in dedicated, professional spaces.
